NEW DAWN GOVERNMENT DELIVERS FREE TERTIARY EDUCATION-PROF MWAPE

Guest of Honour We are a 21st Century Movement of Christian Colleges, Seminary and Universities, a global movement that is a Non-Profit University, whose vision is to provide scholarships to Christians around the world, and our mission is to reach out through education. Today’s launch of a community scholarship program targeting youths under the theme” sustainable Youth Empowerment through education” is a clear testimony and a confirmation that His Excellency the President of the Republic of Zambia Mr. Hakainde Hichilema is determined to deliver free education from Primary to University to all Zambian youths regardless of one religious and political affiliation. Guest of Honour Sir allows me to inform you that the International Coalition of Fellowships (ICOF) has the following departments namely, 1. International Coalition of Fellowships: This is the main structure of ICOF and promotes the unity of the body of Christ and also serves as an International Executive Committee of ICOF as it operates as the Board of Regents commonly known as BOR which is a supreme authority of ICOF. 2. ICOF Colleges Seminary and Universities:

This is an education department of ICOF and it runs educational programs direct and indirect through partnerships with other public and private colleges, seminaries, and universities with a vision to reach out to Christians who cannot afford career development in Government and Private tertiary institutions due to cost and other economic reasons. 3. ICOF Ministers Association International: This is a Pastors Global Network promoting international ordination to already ordained Ministers and the association promotes working together without focusing on doctrinal differences between various Churches but work together as one family in Jesus Christ, reflecting Jesus’ High Priestly Prayer in John Chapter 17 where He prayed that we all might be one even as He and the Father are One. 4. Centre for Disability Development Research Law and Policy: This is a disability unity of ICOF with a responsibility to design, train, empower, support and develop partnerships in disability-related programs.

The centre for disability operate independent and I am happy to report that the centre was incorporated in 2012 as a Non-Profit Company in South Africa whose offices shall be shifted to Zambia soon. The Centre promotes the rights of the disabled to: shelter, health and education with a focus on sustainable rehabilitation and building of an inclusive approach to disability. 5. ICOF Institute of Leadership Peace and Conflict Resolutions: This is a leadership department responsible for leadership trainings, capacity building and provision of special skills on peace and conflict resolution, empower, support and develop partnerships with other leadership institutions around the world. 6. ICOF Christian Academy International: This is a department responsible for primary and secondary education and provide employment to best students in education programs. Guest of Honour We are called Colleges because we work with both private and public colleges in delivering education to Christians around the world and we are called Universities because we believe that there is power in working together in responding to the education needs of the people around the world.

Your Presences Hon Minister and presence provincial permanent Secretary, District Commissioners and other senior Government officials at this launch clearly show that President Hakainde Hichilema as assembled a team of men and women that understand his vision and they are in harry to implement the free education Government vision of providing skills to youths for them to participate in the development agenda of this administration. As partners to this community scholarship program we have collectively agreed to provide direct and indirect scholarships to youths at community level targeting 5,000 youths to be offered scholarships in selected programs at Diploma level. Guest of Honour I wish to inform you that ICOF and Government is currently holding discussions with four Public and three Private Colleges and Universities to provide direct bursaries in health related courses all at Diploma level and the Nation shall be informed as soon memorandum of understanding is finalised and signed.

Guest of Honour in ICOF we believe that education is the best gift to an African child if this continent is to develop and offer the most needed leadership. Sir through the program we shall provide scholarship to over 27,000 for the next five years and deliver free education to the Zambian people. Sir in implementing this program ICOF through partnership will continue to “promote the Unity of purpose among students, parents, traditional leadership beyond doctrinal differences” which is key to Zambia’s Developmental agenda Guest of Honour Sir through our partnership following programs but not limited to shall be offered to prospective students, Teacher education both secondary, Primary, Early Childhood education, teaching methodology, in Theology and Biblical Studies, Rehabilitation Social Work, Psychosocial Counselling, Leadership Development, Disability Studies and NGO Management in which students shall continue to be trained and supervised under joint faculty of partner Colleges and Universities and will soon add health related courses as I have said earlier. Distinguished Invited Guests On behalf of the college of Bishops which is the supreme organ of ICOF let me commend the District Commissioners in Central, Luapula, Northern and Muchinga Provinces who have been very supportive to us and I hope this province will do better then we have seen in above provinces.

Let me assure the President of Government of the Republic of Zambia, that ICOF and its partners are here to stay and shall ensure that in the next five years new programs that promote survival skills are added to the current programs and that more youths are reached through education in line with our vision. Guest of Honour, Ladies and Gentlemen Let me ending by commending the two Ministers who have worked so hard to ensure that this programs is launched today, Hon Elvis Nkandu Minister of Youth, Sport and Arts, Hon Doreen Mwamba Minister of Community Development and Social service, the joint technical committee from both Ministries and ourselves for the commitment to see that this program starts.

Let me end by reporting that as at today all provinces have received 503 application forms for the distributions to districts and this Copperbelt launch is a third launch after the National launch which was held in Chibombo central province, provincial launch in Luapula, Northern and Muchinga Provinces. It is clear now that you and your team in Southern Province understand and appreciate the vision of His Excellency the President Mr. Hakainde Hichilema in delivering free education for all Zambians but if this will fail in Southern Province it will not be ICOF because we are ready to commence residential classes on 25th April in all ten Provinces of Zambia as planned.
